Why am I not surprised that the banks have passed on the full interest rise to housing loans but not deposits?

I stand to be corrected: it is my perception that the banks are very quick to implement any Reserve Bank increases to the interest rate but are extremely tardy to implement decreases. Do others have this same perception?
